Just talked to a recruiter from a software giant.
She specifically wanted to know if I was on EAD and if yes, unfortunately they cannot hire EADs during the fourth quarter (now) due to hiring budget limitations that are typical during the fourth quarter.
Q: Why does budget come in to picture here?
A: Because policy requires the legal dept to be consulted for visa holders and EADs which means additional hiring costs plus time.
But she said once the fourth quarter passes, EAD hiring is not a problem.
What the employers are doing seems illegal. Govt issues us this card for a lot of money, and now we can't use it for work?

It was just a minor adjustment to make room for expenses towards advocacy day.
Those who came to the advocacy event on April 4th,5th, like me, and saw the amount of money and efforts that go into reserving a conference room in a hotel next to the Capitol Hill for 4 days, printing out thousands of documents, inviting staffers/congressmen for meetings, arranging an elaborate reception for them, preparing advocacy packets for close to 400 meetings etc etc. I am amazed how IV is even able to afford the expenditures with the relatively small number donors that it has.
Kudos to IV-Core and the volunteers.
This needs to be advertised on the forums here or on the home page. Most people don't know what IV's expenses are.
A generic breakdown of costs, without going into specifics, would help members understand the expenses and provide some transparency.
It may even motivate new members to contribute more :)

Good news guys, my checks have been encashed this morning, looks like they are processing july 2nd cases now, probably because of all the pressure from congressmen and all the complaints that have been going out to uscis-complaints.
Finally some relief, the receipt #'s are printed at back of the check and its starts with SRC so i guess it has been transferred to either CA or TX.
Hang in there guys iam sure all july 2nd filers will surely see their applications processed by early next week.
My details Filed at NCS @ 9:01 am received by R.Mickels

Heard the same from my lawyer, she has changed her tune completely in 2 days. Now she says that she is hearing the same thing and is possible. They are working through the weekend and has asked me to keep my blackberry on me at all times as they will be providing emails updates every 4 hours or if and when the said bulletin is released.
Will USICS will release on the weekend? If they have any thing it should be today or they will do it on monday evening . They will do it on monday so that they are safe and cover their skin ( always say they received 100000 Applications and they are good enough for the dates to go back)

Congrats
I just verified the online status and the case is approved.I got approved in july-07, then applied for my wife (I got married after mine was filed). I have registered to post this message so that it might help anyone who is tracking...
Details:
PD:July-04
RD:July 24th-07
RFE:July-09 on bonafide marriage & late registration of birth
Center:NSC
This actually ends my GC journey as my 9 month old was born here.
Good luck to all who are current.
Question, though, does it really take 60 days to get the card?
Decision
On October 1, 2009, we mailed you a notice that we had registered this customer's new permanent resident status. Please follow any instructions on the notice. Your new permanent resident card should be mailed within 60 days following this registration or after you complete any ADIT processing referred to in the welcome notice, whichever is later. If you move before receiving your card, please call our customer service center at 1-800-375-5283.
During this step the formal decision (approved/denied) is written and the decision notice is mailed and/or emailed to the applicant/petitioner. You can use our current processing time to gauge when you can expect to receive a final decision.

If you loose your job anytime during the GC process and cannot find another job within 15 days you must leave the country. Since you are fired from the job you are least desired, you are an unproductive hole. This should be tied along with EB2/EB3 category determination so you realy value the right people.
I guess Mr. Sunshine will be out then, he said he is shit scared that he is going to loose his job...Dude, I say go home, NOW, aren't you ashamed about your sorry job....

Something is screwed up.....
Mexico has over 2000 cases in April 2001 yet its PD is May 1st 2001
India has less 500 cases in April 2001 yet its PD is Apr 15 2001
This along with CIS giving "bad/incorrect" data to IV is indication of someone's malicious intentions.
I appreciate IV's effort in getting FOIA executed and now working on aftermath of it.
For people who are angered with whats been going on in last couple of days. All I can say is to try volunteering for IV even for a month.
The missing link is Consular Processing cases pending under DOS.

The Durbin-Grassley bill would, among other things:
Prohibit the blatantly discriminatory practice of "H-1B only" ads and prohibit employers from hiring additional H-1B and L-1 guest-workers if more than 50 percent of their employees are H-1B and L-1 visa holders.
I wonder how much research these two amigos did on Monster and dice. Here's the link if these two are reading
http://seeker.dice.com/jobsearch/servlet/JobSearch?op=300&N=0&Hf=0&NUM_PER_PAGE=30&Ntk=JobSearchRanking&Ntx=mode+matchall&AREA_CODES=&AC_COUNTRY=1525&QUICK=1&ZIPCODE=&RADIUS=64.37376&ZC_COUNTRY=0&COUNTRY=1525&STAT_PROV=0&METRO_AREA=33.78715899%2C-84.39164034&TRAVEL=0&TAXTERM=0&SORTSPEC=0&FRMT=0&DAYSBACK=30&LOCATION_OPTION=2&FREE_TEXT=h1b&WHERE=
Please click on the ads and see if the ads come up with H1B only or they say 'No H1Bs', which I guess is an acceptable form of discrimination for these two.
Last I checked I was hard pressed to find a single job which were open enough for H1B's, let alone exclusively for H1B's, but almost all of the openings explicitly barred H1B visa holders.

I hate to play "who winks first" game with teleblend. They told that they would come up with similar india plan but not providing any details.
May be now I should switch to vonage or Lingo. One factor in favor of vonage is: I get two months free with referral and one year contract rather than 2 years with Lingo.
As per one my close friend, lingo CS is not very good. Vonage is still better than Lingo.
However here is my question.
The acutal cost of Vonage with unlimited india calling is $31 - $32 per month due to taxes, misc charges etc.
WHAT would be ACTUAL COST OF LINGO per month? any approximation?
Any one who uses lingo? Please advice... How much money do Lingo charges over & above regular monthly charges?
I used to be a vonage user and Vonage was horrible as they were trying as much hard to charge the MAX to the customer in extra MISC charges.
So far they havent provided any link from LINGO.COM home page, even the link what I posted got it from my friend........we didnt know at this moment how much taxes gonna be...
It's 2 years agreement and it's killing part....
I have no idea about customer service or call quality....
If any body has exp...please share for other customers who are willing to sign will be healpfull...

In essence what the memo seems to state is that I can have another employer file an I-140 petition, and if approved, simply substitute the I-140 in my existing I-485.
Is that right?
jazz
It is possible to use your new approved 140(EB2). Your date are current and do request USCIS and go in front of GC line. Good luck.
You can request USCIS with reference to this citation/pdf.

If USCIS is providing spillover visas to EB2 in May, shouldn't the PDs of China and India (countries with most demand) have the same PDs in May VB? Doesn't this also mean that in the worst case the PD of EB2 India will be Jul 22 2006 (the current PD of China) in May VB?

Yes, it matters, all those guys whom I speak about has RD of July 2nd 07
Let us assume that EB2 is going to be current in a year or even sooner than that. Given that situation, and arguing that about 500 people jumped ahead into line over you in to EB2 from EB3, still I do not foresee that their GC's will be approved before the people who are already in line, because
1) as FIFO is not being followed by USCIS, probably they are processing cases based on RD,
2) PD porting is effectively done at the time the second I-140 IS APPROVED. At I-485 stage you can only hope to PD recapture and cross your fingers after sending a no fee letter. This will surely would need additional scrutiny, hence is not a so called 'Low hanging fruit'. Even if an EB3 person wants to start his process right now, it will not be probably before a year and half to two years before he/she is ready to port, and by that time you are past the gate or significantly nearer.
so my point of view is if you look at this thing negatively, you would have a Heartburn and related health issues, but if you are positive and an optimist you would deserve what you get.
stay healthy! that is more important than stressing yourself on issues which in the long term do not matter really. (You will get GC on or two rears later in the worst case scenario). cheer up folks:D:D:D

sobers has posted an article published in the WSJ, on his thread Wall Street Journal on Skilled Immigation .
Part of the article says
Plans touted by Justice and Home Affairs Commissioner Franco Frattini, the man charged with developing common immigration policies for the European Union, range from a new EU-wide "green card" that would allow skilled workers already in the 25-nation bloc to change countries without extra paperwork, to special temporary permits for seasonal workers.
"The U.S. and Australia have stricter rules, but they get the right people to immigrate, and once they're in, they integrate them, and give them benefits, education and citizenship" much faster than in the EU, Mr. Frattini said in an interview.
We should try to educate Mr Miller on the US process.
